“Having Jim Ferlo in the conversation kept you on your toes and made you more educated and smarter, regardless of which side of an issue someone fell on,” Costa continued. “I know that as a result of that, he made many of us, including myself, better public servants.”
Jim Ferlo had never married. On September 23, 2014, Ferlo came out as gay.
Ferlo represented the 38th Senate District, which includes parts of Pittsburgh and the counties of Allegheny, Armstrong, and Westmoreland. He was the Democratic Chairman of the Law and Justice Committee and maintained that office from 2003 to 2015. Ferlo was also the Vice-Chairman of the Democratic Appropriations Committee.
Costa called Ferlo “the progressive conscience of the Senate and maybe the entire General Assembly throughout his period.” Costa’s political career began in the 1960s, when he began organizing, demonstrating, and protesting for causes that were important to him.
